Serco Middle East is looking to hire a Traffic Manager – HSE to be based in Tabuk, Saudi Arabia.
Key purpose
Responsible for supporting the project team in achieving high client expectations in road safety and quality traffic layouts
Review existing design of the roads with the specific purpose of detecting and remedying any potential design deficiencies in terms of road safety.
Key Accountabilities
Responsible for supporting the project team in achieving high client expectations in road safety and quality traffic layouts
Review existing design of the roads with the specific purpose of detecting and remedying any potential design deficiencies in terms of road safety.
Ensuring effective client relationships and scheme delivery on a large construction contract and will be responsible for providing site teams and key stakeholders with road safety advice including but not limited to road layout and geometry, cross section, temporary traffic management, link and junction operation, traffic signage, movement of vulnerable road users such as pedestrians and cyclists and movement of construction vehicles
Preparation of training material
Conduct / assist in conducting of training on road safety and traffic management to engineers and contractors.
Aid Traffic Management and HSE Team in promotion of road safety on site. This includes review of existing policies, legislations, assist in drafting new policies
Review and evaluate the traffic management plan during and after the construction of the project in coordination with other team members and contractors
Coordinate stakeholders’ consultation activities on the projects. Present relevant information to stakeholders, and respond to their queries, comments and suggestions. Disseminate the outcomes among all the stakeholders
Undertake / assist in the review and design of the traffic control and traffic management devices. Provide technically sound suggestions for optimum utilization of resources for efficient traffic management
Prepare periodic inputs on traffic management and road safety aspects into project progress reports
Visit project site for carrying out road safety audit, inspecting implementation of traffic management plan, assessing road safety and traffic management measures
Advise site staff on field data collection such as traffic data and inventory of road furniture and road markings that pertain to road safety and traffic management. Analyse such data and provide inputs for improvements to project management team for necessary improvements.
Ensure Road Safety Audits are conducted to meet a recognised standard and to follow up actions are closed out accordingly to Client satisfaction and Legislative guidelines
Ensure timely dissemination of situation reports to Headquarters
Setting up emergency evacuation routes to reduce traffic and provide a safe escape for the community
Technical and Professional Skills
10 Years of experience in HSE with SME experience in Traffic Management
Degree / Diploma qualified in an engineering subject
Able to apply quality tools and techniques Possess good presentation skills and be able to market the benefits of quality to all stakeholders Excellent verbal and written communication skills
Knowledge Ability to advise and consult on the use of a document management system. Knowledge of local traffic safety legislation and / or ability to review and comprehend new legislation Thorough knowledge of road safety industry practices and in particular road safety auditing process, highways and temporary traffic management related to construction and traffic operation
Good knowledge of ISO 9001-2015 Quality Management System Standard
Qualifications
Degree / Diploma qualified in an engineering subject
Six sigma – black belt certification is a preference
PMI – RMP certification is a preference
