Job Summary:

The Associate Director of Offsets and Localization will be supporting all localization requirements in the Kingdom of Saudi Arabia (KSA), across all programs and mission areas. It will be located in Riyadh, Saudi Arabia. This role will be responsible for the success and performance of the local content of programs in KSA, ensuring short and long-term strategies of localization. The incumbent of this role is expected to operate under a high level of autonomy, leveraging the localization IPT and reach-back to the parent company.

In support of KSA Vision 2030, and evolution of the GAMI requirements and urgency for establishment of Localization plans for current and pending RTN contracts, Raytheon Saudi Arabia has established a localization strategy through GAMI focused on meeting customer expectations. Key to this strategy is building an in-country localization capability and indigenous Supply / Industry base in KSA as well as UAE.

This role will bring efficiency in execution through consolidation of effort across programs / captures for KSA and ensure the application of best practice across all LZN programs.

Responsibilities to Anticipate:

• Development of the localization/offset plan including alignment with the US Global Sourcing Strategy and preferred supplier capability in KSA. Individual program/pursuit localization/offset plans will align to the localization/offset plan of RTN SA (note: The Localization Review Board reviews and approves the Localization/Offset Plan).
• Ensure on-time delivery and on-schedule performance for the development and production of the contractual local content. This includes providing performance metrics to the programs supported, identifying corrective actions, and taking the necessary steps to resolve the issues to ensure quality, schedule, and cost requirements are achieved
• Provide leadership and oversight of the in-country teams as the acting representative for the program across all functional areas to include the oversight and monitoring of the IPT scope of these programs, including cost and schedule performance.
• Coordination with International Supply Chain for the successful execution of the supplier base
• Accountability will include scope in the following areas: development, supplier management, upgrade, procurement, production, integration and test of hardware, Offset Technology Transfer Area (OTTA) execution and total execution responsibility for the IPT scope.
• Work close with the IPT Team of Operations, Supply Chain, Quality, and Engineering, in addition to RTN SA leadership and business program management teams in the US. This is in order to apply disciplined program management processes and utilize tools to establish and monitor metrics to ensure excellence.
• Leadership of the overall performance and reporting of critical partners in support of the achievement of prime contract technical, schedule, quality, and financial objectives as well as Raytheon business objectives.
• Effectively leading program product efforts from supplier start up through development and production execution.
• Leads the Supplier Relationship Management efforts with local suppliers.

Qualifications You Must Have:

• Bachelor’s Degree in Engineering or equivalent experience and minimum of 12 years prior relevant experience in production and engineering support and/or equivalent business experience
• PMX Level 4 Certification or equivalent
• An active and in-cope secret US security clearance
• Experience with Export/Import Regulations and FAR/DFAR
• Subcontract Management, Program Management, or Integrated Product Team experience
