Responsible for developing and implementing project control plans, leading and managing a team, maintaining theproject schedule, monitoring project progress, analyzing data for improvement, managing risks and opportunities,ensuring compliance with regulations and company policies, participating in safety initiatives, cost control, documentcontrol and facilitating effective communication within the project team.
Manages and oversees project control resources required to deliver a multi-functional area for very largemultidisciplinary high risk capital engineering and construction projects.
Accountable for project planning and scheduling, cost engineering, cost estimating and cost analysis/controlactivities, progress measurement, risk management and reporting.
Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.
Responsible for the development, execution, and management of all facets of a Project Controls plan or programincluding establishing operating policies to mitigate risk.
ROLE & RESPONSIBILITIES
Managerial:
Manages the project control resources to deliver a multi-billion-dollar cross functionalengineering project. Manages the project cost control team including cost engineers,planners and QS.
Advises and consults on the application of effective planning techniques and controls(earned value, cost, and schedule variance, estimates at completion, critical pathanalysis)
Manages governance to ensure robust cost and schedule performance for the agreedScope of Work across integrated programs managed across multiple suppliers.
Oversees project baseline process for cost and cashflow, schedule and progress andensures all project systems are implemented according to process and companystandards and procedures.
Oversees the performance of all assigned contractors.
Takes a proactive lead role for the performance of tasks as assigned by Company’smanagement.
Overall lead for risk matrix and mitigation proposals.
Checks and approves invoices vs achieved progress.
Develops and monitors budgets per functional area or contractor.
Technical/Methodical:
Monitors and controls program compliance in respect of the project’s contractualobligations.
Identifies and communicates design changes, scope changes and schedule slippagesand potential impacts and participate in the identification of mitigations. Ensures trendsof cost and schedule are identified, manages change management process, andcommunicates and suggests corrective actions.
Ensures full implementation of company processes and procedures as well as industrybest practices with regards to project controls on the project following the companyproject stage gate process.
Ensures the accuracy of reported progress percentage based on the rules of creditestablished within the project. Develops progress measurement process for requiredscopes of work.
Performance Criteria:
Provides project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools.
Ensures the Project Controls Team produces weekly/monthly reports in accordance with the project and company’s reporting calendar, providing details on progress, actuals, forecast and explanation of variances.
Ensures that project controls processes are consistently applied across the project.
Interacts with the Project Management team and corporate management team and participates in regular project meetings. Gathers information and prepares reports and presentations of information as needed on the project.
Coordinates with cross functional team in project setting, ensure project controls team members are interfacing with engineering, procurement, contracts and construction on concepts and relationships to the scope of work and ensure adherence to safety and quality standards.
Mentors and leads staff of project controls team members, ensures project is staffed appropriately, conducts regular staff performance reviews, and manages any staffing issues that may arise.
