Role Purpose
NEOM University (NEOM U) will be a world class education, research and innovation hub (ERI) that fully integrates digital thinking and technology. A “university” without boundaries, combining on-site and online learning at the undergraduate and graduate level, defining new pathways to academic degrees and integral part of a self-sustained NEOM community. NEOM U is an iconic, greenfield project in an untouched, mountainous region with challenging access. The vision is to have an operational NEOM U by 2025.

Reporting directly to the Project Director, the core purpose of this role is to manage project related to NEOM University’s physical assets. Coordinating with Consultants, Contractors, Proponent and other stakeholders, to successfully deliver Building Projects. Coordinating, through the Project Director, with the respective Regional Proponent representatives.
The Senior Project Manager will support the Project Director, discharging their fiduciary responsibilities. The assignment will rely on demonstrated experience in building design and project management. The position aspects of the physical asset program will lead on all Project Management and will work adjacent to senior and similar roles within the NEOM organization.
In addition to discipline competency and project management experience, the role requires a range of interpersonal skills including, but not limited to, leadership qualities (including change leadership), assertiveness, resilience, ability to influence others and work as a team in order to deliver projects that deliver on the programs Vision and KPIs while maintaining the project schedule, cost requirements, quality standards, and health and safety.
Key Accountabilities & Activities
T he technical interface between Main Sector, appointed Design Consultants and Proponent with regards to the delivery of physical of NEOM U Core assets.
Providing input to the Planner and Document Controller, with regards to schedule snd documentation, respectively.
Coordinating with other project Managers (i.e. Project Manager – Research Centers) for the integration of other Projects.
Programe Initiation (Vision, Strategic Priorities, Outcomes Concept of Operations)
Support Project Director by providing Project Management and Project Planning expertise, based on previous experience within similar large scale assets developments from project inception to completion.
From Project Inception, align strategic priorities and outcomes with project budgets and schedules to ensure high quality Project with a robust business case.
Engage Stakeholders to provide the necessary assurance that early-stage concepts and plans are realistic and achievable with documented risks and mitigations.
Provide support to ensure stage gateway review objectives are achieved.
Planning (NEOM U Masterplan, Work Breakdown Structure, Organisation & Procurement Structure, Design Stage Briefs, Business Case Production)
Develop a work breakdown structure and packaging/procurement strategy for the design and construction, via PMC, and ensure this is approved.
Lead constructability reviews and contribute to risk/value reviews for the design.
Prepare and gain approval for interface agreements for NEOM U within the broader NEOM development.
Develop a logistics strategy for the scheme which is compatible with the overall NEOM development.
Develop a comprehensive works information pack for each construction contract which encompasses approved quality procedures in line with the broader NEOM construction system.
Ensure cost and schedule estimates contained within the business plan are updated and accurate.
Ensure all agreed design and construction deliverables are approved and subject to external audit at the planning stage gateway review for each project in the program.
Develop and update design briefs and provide briefing presentations and reports to Project Team, Consultants and Project Stakeholders.
Execution (Concept & Technical Design, Site Assembly etc.)
Lead site assembly (including security plan implementation) and early-stage construction activities including surveys and ground investigations. Develop a long item design/procurement/construction proposal to accelerate schedule.
Recruit, deploy, motivate and promote the construction team (PMC). Provide clear leadership for construction activities.
Support the Project Director in establishing governance of change and risk allocation at the completion of concept design.
Implement procurement of construction and engineering packages including specialist support to design teams.
Lead the gateway review at the end of the Execution stage for each project in the programe on behalf of the Project Director.
Monitoring & Control (Construction, KPI’s Commissioning)
Lead and maintain day-to day oversight of progress and communication to ensure successful and high quality outcomes on behalf of the Project Director. Establish regular re-occurring as well as one-off project meetings, lead change management and value management, review meeting reports, review progress and gateway design presentations, and gateway submissions.
Lead the Construction Team actively driving progress on site and proactively managing supplier performance.
Lead the implementation of site wide safety, construction security and quality plans.
Implement demobilization plan and handover to operations team.
Create functional KPIs during design and construction phases.
Closure (Implementation, Capitalization, Learning/Review)
Lead the Project Team to actively close all liability and defects within agreed period.
Ensure the operational teams are supported with the correct asset information in the agreed format and that systems are updated accurately and timely.
Ensure all financial asset information is provided in the agreed format to support capitalization of assets.
Develop “Lesson Learned” documentation and presentations at the conclusion of the Project.
