Job Title: Junior HSE Officer

Location: Duqm, Oman

Reports To: Senior HSE Officer/Project Manager

Job Summary:

The HSE Officer is responsible for ensuring a safe and secure working environment on construction sites. The role involves implementing, monitoring, and improving safety protocols to mitigate risks and ensure compliance with applicable health, safety, and environmental regulations. The ideal candidate will have strong attention to detail, excellent communication skills, and the ability to work collaboratively with site personnel and management.

Key Responsibilities:

Site Safety Inspections:

• Conduct regular inspections of construction sites to identify potential hazards and ensure adherence to safety standards.

Risk Assessment:

• Evaluate site risks, develop mitigation strategies, and implement safety protocols to address identified hazards.

Regulatory Compliance:

• Ensure all construction activities comply with local, regional, and national safety regulations and standards.

Reporting:

• Prepare and submit detailed Health, Safety, and Environment (HSE) reports to management and relevant authorities as required.

Employer Inspections:

• Act as the point of contact during employer-led HSE site inspections and address any compliance gaps.

Incident Recording:

• Document safety incidents, near-misses, and concerns, ensuring they are reported, analyzed, and addressed promptly.

Hazard Identification:

• Identify and assess site-specific hazards and work proactively to eliminate or control them.

On-the-Job Training:

• Provide training to site personnel on safety procedures and assist in the development of safety teams.

Toolbox Training:

• Conduct toolbox talks and training sessions to promote awareness and understanding of safety protocols among site workers.

Representation:

• Represent the organization in employer meetings to discuss safety concerns, compliance, and improvement strategies.

Qualifications and Skills:

Educational Requirements:

• Diploma or Degree in Occupational Health, Safety and Environment or a related field.

Certifications:

• NEBOSH, IOSH, or equivalent certification in safety and health is required.

Skills:

• Strong knowledge of construction safety regulations.
• Excellent problem-solving and risk assessment skills.
• Effective communication (English and Arabic) and training abilities.
• Proficiency in preparing detailed reports and documentation.
• Ability to work collaboratively with a diverse team.

Working Conditions:

• Work is primarily conducted on construction sites with exposure to various environmental conditions.
• May require travel between sites and occasional extended working hours to meet project deadlines.
