Louis Berger Services is currently looking for qualified candidates to fill positions for the Power Plant Operator Lead on multiple sites in Kuwait in support of LOGCAP 5.
All candidates must pass a drug screen and a background check.
o Serves as lead power plant operator who distributes and controls electrical energy through a primary electrical distribution system connecting a moderate number of gas turbines, diesel generators, transformers and switching stations. The power system serves industrial and commercial, office or residential users. The system is characterized by stable load demands and predictable degree and timing of variations.
o Operate switchboard controls to start, stop, cut in and out, and synchronize gas turbine and diesel-electric generators to provide power or meet peak power demands and operate switchboard controls to adjust remotely controlled circuit breakers, transformers, and switches to regulate and maintain proper voltage on the distribution lines and at the power generation plant.
o Report abnormal operating conditions and reroute power through alternate feeders to user areas in case of emergency cutouts or extensive scheduled repair.
o Oversee the Plant Lockout/Tagout program and perform equipment isolation in accordance with plant lockout/tagout procedures.
o Continuously observe safety rules and practices, check conditions of safety equipment, attend and participate in scheduled safety meetings and training.
o Notify repair crews of the location of failure and assure that circuits are open and tagged before work is started.
o Keep an hourly log of meter readings and records shutdowns, connection and disconnection of circuits, and similar occurrences.
o Detect improper line voltage, open circuits, or similar conditions from meter readings in the control room and adjust controls, such as changing transformer taps, or directing work crews to switch feeders in or out.
o Assist mechanics and high voltage electricians in the routine maintenance and repairs of gas turbines, gensets, transformers and switchgear, and distribution system.
o Perform preventive, predictive, and minor maintenance as directed on all plant equipment as necessary during operations shifts, and as required by the Power Plant Supervisor during scheduled and unscheduled maintenance periods.
o Power Plant operator must be able to operate a control board and associated switches and circuit breakers of a system characterized by stable load demands and predictable load variations such as industrial power plant, commercial, office or residential loads which are primarily resistive in nature.
o Know fundamental alternating current circuit theory, e.g., how gas turbine and diesel generators and transformers function, and the inductive and capacitive reactance of power distribution lines, in order to understand the effects of changes of voltage or current on the power system.
o Use algebra to compute the measurement of such items as total impedances, current flow, and voltage of AC circuits with inductive and capacitive branches in order to determine whether bypass routings around outages will be able to carry the load.
o Interpret and apply oral and written operating instructions and electrical diagrams and drawings that apply directly to the electric power distribution system.
Desirable qualifications:
o Experience in overseas locations.
o Gas turbine experience and certification is preferred.
o In the event problems arise, controllers at this level are able take corrective action in accordance with instructions or notify their supervisor.
o Power Plant Operator-related certifications
