Basic Purpose and Function: The Bahrain Repair & Service Coordinator will be responsible for assisting with planned maintenance, emergent maintenance, and repair for vessels located in and around Manama, Bahrain. They will also provide, engineering program services and analysis of diesel engine performance for diesel engines onboard ships located in Manama, Bahrain. He/She will provide onsite assistance to the Site Manager and leadership team at the FMSNA Bahrain facility. Skills and Competencies: Effectively communicate with Department of Defense (DoD) and local shipyard teams to assist the Bahrain Site Manager capturing additional ship repair opportunities. Strong time management skills complemented by the ability to prioritize problem solving/issues resolving activities to maximize achievement of goals and objectives. Timely decision-making ability is of utmost importance as is the process he/she uses to evaluate the risks associated with said decisions. Efficiently break down work items in Request for Proposals (RFPs) and provide estimated costs to conduct the repair and/or service. Must have experience in generating estimates for task order work, change orders and requests for equitable adjustments. Ability to interface with FMSNA senior leaders and government/customer leaders, capable of preparing written and oral presentations for leadership and customers. Multitasking capability is a necessity of the job. Must have strong Microsoft Office Suites (Word, Project, Excel, PowerPoint,) capabilities. Must have strong organizational and time management skills. Must have the ability to maintain a professional demeanor. Must have effective written and verbal communication skills and be able to coordinate resources back to the Technical team in the Continental United States (CONUS). Education and Experience Ability to pass program specific background checks and obtain security clearance(s) as needed per contract specifications. Experience in coordinating maintenance and repairs of U.S. Navy surface ships with working knowledge of the Joint Fleet Maintenance Manual, Naval Sea Systems Command (NAVSEA) Standard Items and Naval Ship Technical Manuals (NSTMs). Experience with Federal Acquisition Regulation (FAR)-based acquisitions is highly desirable specifically cost reimbursement, firm fixed pricing, and profit and loss experience. Previous experience in project planning and resource loaded scheduling using MS Project with look ahead schedules, materials logistics management, requirements change management, risk and opportunity management, QA/QC (including materials testing), environmental rules and regulation compliance, and safety. Experience managing multiple sub-contractors in a cross-cultural, multi-generational diverse environments. At least seven (7) years experience in a maritime engineering environment. Willingness and ability to live in Manama, Bahrain. Major Responsibility (Functions/Duties): Aids with overseeing and managing local subcontractors. Liaises with local prime contractors. Reviews Requests for Proposals (RFPs) and provides estimated costs to conduct the repairs and/or services. Generates estimates for task order work, change orders and requests for equitable adjustments. Ensures that all contract requirements are met in a timely and professional manner. Coordinates, monitors, and inspects project and task order progress and schedules. Generates daily and weekly internal and external customer required reports.
