FAO Hiring for Programme Support at Multan, Punjab, Pakistan Full Time

This position is located in FAO Pakistan, based in Multan. The main aim of the FAO country offices, which are headed by FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, help to develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The following position is at SB3 SC6 level.

FAO Pakistan under the Green Climate Fund is implementing a project called Transforming Indus Basin with Climate Resilient Agriculture and Water Management in Punjab and Sindh Provinces. The project aims to develop the country’s capacity to get and use the information it needs to cope with the impacts of climate change on agriculture and water management. The overall goal of the projects is to enhance the capacity of agricultural and pastoral sectors to cope with climate change, by up scaling farmers’ adoption of climate change adaptation technologies and practices through a network of already established Farmers Field Schools, and by mainstreaming climate change adaptation concerns and strategies into on-going agricultural development initiatives, policies and programming.

There is currently a multidisciplinary project team working on different components of the Project. FAO Pakistan seeks Programme Support to contribute in the implementation of the “Transforming Indus Basin with Climate Resilient Agriculture and Water Management Project” funded by the Green Climate Fund with co-funds from the Government of the Punjab and Sindhi Provinces.

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan (FAOR); and in close coordination with the Head of Office (Punjab), the incumbent will report Head of FAO Punjab Office.

He/she works with wide latitude for independent action and gives guidance and advice to clerical and/or junior programme support staff. He/she works collaboratively with the Project Management Unit operating under the Country Office and also with the administrative staff of the Project and the Country Office.

Technical Focus

Plays a lead role in the coordination of field programme/project support services for the FAO Representation. He/she performs a broad range of programme, planning and budgeting activities requiring in-depth analysis and interpretation of relevant policies, procedures and practices. The incumbent’s work impacts directly on the smooth and efficient operations of the field programme/project activities of the Country Office.

Tasks And Responsibilities

• Ensure effective operational support to the project;
• Ensure consistency with the Organization’s operational requirements and the country’s rules and regulations;
• Participate in the identification, formulation and preparation of project and workplan in line with the new Project Cycle Guide;
• Ensure that the overall project planning and coordination in line with FAO and GCF requirements;
• Undertake and support administrative and operational processes for smooth project implementation;
• Provide procedural guidance to Technical Advisor, Project Provincial Coordinators and staff;
• Support in the preparation of the project financial reports;
• Participate in the preparation of draft project documents; ensure high quality and consistency;
• Ensure that the necessary financial and human resources are in place and that the appropriate goods and services are procured for the effective functioning of projects, in collaboration with others on the project team;
• Coordinate the monitoring and review of project implementation to ensure that all operational activities are carried out in line with the work plan and the project document; coordinate the review of inputs, expenditures and time frames; identify inconsistencies and delays and, when necessary, propose corrective measures to overcome operational constraints;
• Accompany field visits to project sites and/or accompany project manager and/or experts in their meetings with donors and government officials;
• Coordinate the collection, maintenance, distribution and consolidation of technical and operational data. ensuring that all project-related data and documentation is up-to-date in the Field Programme Management Information System (FPMIS): analyse and summarize data from various sources, including FAO corporate systems, draft periodic or ad hoc management reports, verify data, answer queries and obtain additional information on transactions and operational matters;
• Prepare and finalize correspondence of operational nature regarding programme / project matters; initiate correspondence to verify data, answer queries, and obtain additional information on transactions and operational matters, as required;
• Ensure appropriate recording and administrative processing of requests and inputs for FAO’s assistance received by Government, donors or other organizations;
• Review current processes and make recommendations to improve programme/projects’ operational and administrative procedures;
• Assist the Project Manager in planning and coordinating project progress review meetings;
• Assist the Project Manager in project data management and to upload project documents in the Project Management Information Portal Keep track and record information on project progress and evidence of deliverables;
• Assist the Technical Advisor to draft different project-related documents including Procurement documents, LoAs, and ToRs;
• Perform other duties as required;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor’s degree in Agriculture, Agronomy, Business Management. Specialized training in project management and programme operations.
• Five years of experience in implementing agriculture development projects, administrative/ financial/ planning/ programming/ budgeting activities for both Regular Programme and Projects.
• Working knowledge (Level C) of English.
• National of Pakistan.

• Knowledge of the communication and documentation management standards
• Knowledge of administrative procedures and policies and organizational structure
