JOB PURPOSE:

HSE Officer provides safety management, advice, monitoring, and reporting in the workplace, and engage staff in programs that ensure safe practice in the workplace. To ensure the organization’s Integrated Management System is effectively implemented on all work sites by performing a variety of routine activities in coordinating the various components of the company’s Integrated Management System.

KEY RESPONSIBILITIES:

Assist and advise management and regular staff on all matters related to QHSE and the organizations Integrated Management System (IMS).
Ensure the organizations IMS is properly implemented, functions effectively, and is always adhered on site as per ISO 9001, ISO 14001, and ISO 45001.
Development, implementation and maintain site specific QHSE policies, procedures, work instructions, method statements, risk assessments, and guidelines as per the company IMS.
Conducts regular risk assessments, hazard observations, and audits of the organization’s client site facilities, worksites, equipment, work practices, and safety devices to ensure compliance with the organizations IMS.
Undertake regular QHSE related inductions, toolbox talks and issue specific trainings of all site staff.
Prepares weekly and monthly reports, maintains proper documentation to conform with record-keeping requirements of the organizations IMS.
Investigates all accidents/incidents related to injuries, environmental impact, and damage to assets at worksites to ascertain root causes and the need for corrective action; develops and implements measures and strategies to prevent their recurrence in order to meet the organizations key objectives.
Monitors compliance with applicable legal and other requirements to which the organization subscribes and monitor changes to such requirements and their impact on the organizations processes.
Coordinate and establish QHSE meetings for all sites assigned and ensure they function properly.
Coordinate with departments for vendor quality management.
Prepare QHSE documentation for clients/projects as per the requirements and in consultation with the PM / Operations team and QHSE reporting manager.
Undertake QHSE inspections internally and with third parties (contractors) as per the approved inspection program of the company. Follows up on the preventive and / or corrective actions identified during the inspections and monitors the timely closing of the actions in coordination with other departments.
Review QHSE risk assessments for routine and non-routine activities in consultation with the operations team.
Record QHSE key performance indicators monthly and issue reports as necessary. Suggest and advise changes to ensure continuous improvement on any additional effective KPIs to be added in the system as part of continual improvement.
Actively participate in the HSE incident investigations and prepare required reports in consultation with management.
Support other QHSE staff and contract managers as and when required.
From time-to-time perform any other duties as assigned by the QHSE Supervisor / QHSE Manager.

SKILLS REQUIRED:

Result & Solution Oriented, Customer Focus / Service Orientation, Quality Assurance / Attention to Detail.
Operational Locations (Awareness of), Investigations (Ability to Carry Out), Risk Assessment, Site Surveys, Numerical Accuracy, HSE Knowledge, HSE Practices and First-Aid knowledge.
Understanding of ISO 45001, ISO9001, ISO 14001 certification process is a plus.
Good oral and written communication skills in English.
Be able to manage time.

QUALIFICATIONS:

Degree in Mechanical, Electrical, Chemical or any degree related to Industrial Management, Quality Management, Environment, Health, and Safety.
NEBOSH – IGC Passed with Credit.
Minimum 8 years of UAE experience in heavy engineering, Industrial, construction projects. (Preferred in Power Plant/Industrial Construction)
