China State Construction Engineering Corporation (CSCEC ME) is recruiting a Procurement Officer for Infrastructure project. The role involves preparing RFQs, evaluating quotations, negotiating contracts, and ensuring compliance with project specifications and commercial objectives.

Requirements and Qualifications:

• Prepare Request for Quotation (RFQ) or enquiry packages, including specifications, and Bill of Quantities (BOQ).
• Identify and invite qualified subcontractors/suppliers to submit quotations and maintain follow-up to ensure timely submissions.
• Evaluate received quotations to ensure compliance with specifications, project requirements, and commercial objectives.
• Negotiate with bidders to achieve optimal commercial value, payment terms, and credit conditions.
• Prepare detailed price and technical evaluation reports and make recommendations for award of work packages.
• Draft and prepare contract agreements to formalize awarded work packages.
• Follow up with successful bidders for submission of required bank guarantees, including advance payment and performance bonds.
• Report regularly to the Team Leader or Project Manager on procurement status and progress.
• Monitor and survey current market prices for construction materials and services; stay updated on new materials, technologies, and procurement best practices.
• Bachelor’s degree in engineering or a relevant field.
• Minimum 5 years of procurement experience in UAE, preferably within infrastructure projects involving roads, bridges, and utilities.
• Strong knowledge of procurement procedures, contract management, and construction materials.
• Proven negotiation and analytical skills with attention to detail.
• Excellent communication and interpersonal skills
