Summary:

The GM of Marketing and Public Relations will be responsible for managing and organizing marketing operations and activities within the corporate communications, media and public relations, and events and community engagement departments to ensure the realization of the Authority’s vision and strategic objectives. This includes directing teams, enhancing coordination among different departments, and ensuring the implementation of effective strategies in marketing, corporate communications, media, public relations, events, and community engagements. The GM aims to improve the Authority’s image internally and externally, build strong relationships with the media, community, and stakeholders, while ensuring optimal use of available resources and enhancing the effectiveness of communication campaigns, media activities, events, and community engagements in alignment with the Authority’s overall strategies.

Manin Responsibilities:

1. Assess the current situation of the authority and identify the marketing requirements and existing gaps in order to improve and develop.
2. Identify target audience segments through analysis of geographic, behavioral, psychographic, and demographic aspects to reach the audience more effectively.
3. Develop a strategy for outsourcing and diversify the use of media and approve the list of partner media agencies.
4. Guide the preparation of communication, marketing, and branding guidelines and monitor their implementation across all departments.
5. Guide the preparation of standards for event and ceremony management, develop a roadmap, and ensure that all resources are available.
6. Select marketing and media agencies that align with the authority’s image and identity to help promote its events, news, and achievements.
7. -Supervise the preparation of the implementation plan, budget, and schedule for activities related to media campaigns and public relations.
8. Supervise the preparation of communication projects and mechanisms to ensure appropriate marketing and awareness regarding the Authority’s mission and objectives.
9. Define the Authority’s identity and position (the image perceived by the consumer, its logo, etc.) in accordance with the Authority’s vision and mission.
10. Build and maintain relationships with local and international newspapers, television channels, and other media partners regarding events and public occasions organized by the Authority to enhance its image and strengthen its impact on society.
11. Review the content of printed and online media information for publication, approve it, and ensure it is formulated in the proper way and style in accordance with the communication strategy.
12. Direct internal communications across departments and branches and through portals, ensure they occur at the appropriate time, and guarantee the quality of their content.
13. Direct external communications to raise awareness about the Authority’s activities and initiatives.
14. Supervise the preparation of crisis response plans and management of communication crises.
15. Direct hosting or participation in events/conferences/workshops/internal and external seminars, and knowledge transfer in coordination with event organizers.
16. Approve potential lecturers and guest speakers and ensure the success and effectiveness of the Authority’s events/training according to needs and requirements.
17. Supervise the organization of internal events.
18. Oversee guest and VIP reception ceremonies and ensure all needs are met. – Identify the main representative of the Authority and the official spokesperson.
19. Supervise the preparation of communications content directed by executive management to the public and provide advice on the protocol to be followed when dealing with other government entities.
20. Evaluate the performance of communications, media, and public relations, including quality, capability, and cost, and propose improvements when necessary.
21. Stay informed of the latest developments and improvements in media and communications to adopt them within the Authority.

Qualifications and requirements:

• Bachelor’s degree in marketing, Public Relations, Communications, Business Administration, or a related field, master’s degree preferred.
• 10+ years of experience in marketing, communications, or public relations — with at least 5 years in a leadership role, preferably in government or semi-government sectors.
• Proven experience managing large-scale public campaigns and media relations.
• Strong understanding of Saudi Vision 2030 and national communication frameworks.
