· Advise and provide solutions on regulatory and risk issues
· Monitor changes in regulatory requirements impacting the organization’s operations
· Keep abreast of developments in the regulatory framework for telecommunications in Oman, the Gulf and further afield in order to advise the General Manager, Regulatory Affairs on likely developments in this area and to position the company to influence regulatory issues within the Sultanate
· Contribute to the development and formulation of corporate strategy to ensure that regulatory affairs-related matters are considered and appropriately reflected
· Study competition related issues like liberalization policies, licensing regimes, market power/dominance, benchmarking, Universal Service Obligation etc. and prepare recommendations.
· Study and review technical issues including Quality of Service (QoS) requirements and prepare recommendations
· Study regulatory initiatives by the TRA having impact on the Company’s business and propose countermeasures to effectively mitigate such impacts
· Ensure that the Company complies with national and international regulatory requirements including but not limited to Telecom Act, fixed and mobile licenses, regulations, TRA directives etc.
· Track and find solutions to regulatory compliance breaches
· Provide input into the preparation of responses on TRA consultation papers on various subjects and issues
· Prepare responses for the TRA on issues relating to compliance, competition, disputes, Universal Service Obligation, resale of service etc
· Recommend the implementation of proper systems and processes in the organization to enable compliance to all regulatory matters
· Assist in the establishment of effective policies in the Regulatory Affairs Unit and formalize these in procedures to provide a strong and professional Unit
· Transfer knowledge and assist in developing staff to ensure that the Regulatory Affairs is equipped to meet its objectives with a strong base of professionals
· Conduct other specific tasks assigned by the management
Skills
Knowledge / Technical Skills
· Advanced knowledge of Regulatory Affairs in particular Omani government telecommunications space especially relevant regulations
· Good conflict management and dispute resolution skills
· Advanced knowledge of national and international telecom industry
Education /Certifications
· Bachelors’ Degree in the relevant field.
Experience
· Proficient: Minimum of 7 years of relevant experience within telecom sector.
· Senior Proficient: Minimum of 8 years of relevant experience within telecom sector.
