Operational Engineer/Planner – Manama, Bahrain
JOB SUMMARY: BB&E is seeking an Operational Engineer/Planner to provide support to the Public Works Department onsite at NSA Bahrain ISA Air Base, and Jebel Ali Quay (UAE). JOB DUTIES AND RESPONSIBILITIES: Support the N4, Logistics and Infrastructure Division at COMUSNAVCENT, focused on all locations throughout the U.S. Central Command (CENTCOM) AOR. Provide the Force Engineer with tailored support for overall engineer activities in the geographic region of US Central Command. Review, revise, and/or develop guidance and processes which are integrated across the N5 Posture and Logistical Directorates to improve overall efficiency and effectiveness of Posture Planning for Logistics. Coordinate with other component commands, US Central Command (CENTCOM), and other combatant and command staff headquarters (European Command (EUCOM), US Africa Command (AFRICOM), and Transportation Command (TRANSCOM), as well as interact in a supporting role with Offices of Security Cooperation (OSC), with the Joint Staff and the Office of the Secretary of Defense (OSD). EXPERIENCE: Knowledge of SCIF facilities and requirements that can be incorporated into overall planning efforts to ensure proper space management utilization. Demonstrated analytic skills in analyzing planning, engineering, management, and a variety of other data to formulate appropriate alternatives and benefits/liabilities identification. Expert knowledge of all service component engineer capabilities and limitations with emphasis on Navy engineer commands specifically to include Naval Facilities Engineering Systems Command (NAVFAC), knowledge and experience with joint doctrine and planning and programming projects under various major Theatre Security Cooperation funding programs, general knowledge development and execution of Navy and Marine Corps expeditionary plans, specifically US CENTCOM critical operational plans (OPLANs) and contingency plans (CONPLANs). Experience in a deployed environment at a senior leadership level, Fleet, HQ and Joint (COCOM) assignments are essential for this position. Senior military engineering (0-5/6 level) experience desired. Expert knowledge of engineering and analyses methodology and techniques sufficient to plan new approaches, resolve complex problems, make decisions, recognize future needs, and schedule multiple efforts into achievable goals. Knowledge of office automation systems in order that several types of software such as Microsoft Office may be used for various office needs such as graphs, tables, and charts. Skill in providing Flag officer level briefings and in communicating regularly with 0-5/0-6 Staff officers is required. EDUCATION: A Bachelor’s of Science (BS) degree in Engineering is required. JOB QUALIFICATIONS AND SKILLS: Extensive technical and practical knowledge and experience as an Operational Engineer/Planner working on a U.S. Navy Component. Engineer staff or a Combatant Command staff for a least 3 years minimum. Must be a U.S. Citizen. Must possess a valid Secret Security Clearance. Must be knowledgeable in all facets of Community Planning.
