Job Description and Qualifications
Purpose This position is intended to identify candidates with extensive integration of operations experience in IGCC/factories and/or refinery operations. The position will be responsible for coordinating the integrated operations of the IGCC process units within, and with Saudi Aramco refinery located in Jazan, Saudi Arabia. The incumbent is also accountable for coordinating all IGCC plant facilities within the complex of JIGPC, with the aim of optimizing the complex in such a way that the short-term plan is protected. Nature & Scope The IGCC Operations Site Coordinator coordinates all plant activities which include Utilities, Power Generation, Air Separation, and Gasification. To include interfacing as single point of contact with Western Region Power Operations Department, Jazan Refinery Complex, IGCC Production Scheduler, IGCC Maintenance and Engineering representatives to ensure safe and reliable operations of the site and all targets are achieved.
PRINCIPAL ACCOUNTABILITIES Safety
Ensure compliance with all process safety, operator safety, and environmental safety as the final decision maker on inter unit safety related matters.
Ensure all units are being safely operated within prescribed parameters.
Assuming role as Emergency Coordinator during abnormal events.
Technical:
Execute the plan from Commercial Director and production planners to set plant rates and configuration within JIGPC units.
Provide direction & guidance based on technical feedback from Engineering and Maintenance for troubleshooting, maintenance, repair, and test activities that can influence the production plan.
Maintain accurate log sheet control on monitoring units and factory as a whole and monitor quality assurance initiatives.
Provide Operations guidance to ensure safety, reliability and maintainability of equipment, processes, utilities, facilities, controls, and safety/security systems.
Provide Operations input for scheduled outages to ensure contractual requirements are achieved
Manage plant production efficiently based on data driven decisions to ensure safety and reliability targets are met to achieve maximum profitable.
Work closely with business areas to identify productivity expansion projects.
Approval of work and call-out of personnel for all maintenance activities after normal working hours
Operations
Demonstrate a thorough understanding of all process units interfacing for the IGCC and refinery operations. These units consist of:
Gasification and ancillary systems (POX)
Syngas acid gas removal (methanol solvent)
Hydrogen recovery (membrane and PSA)
Sulfur recovery units (Claus process)
Soot Ash Removal Unit (SARU)
4 GW Combined Cycle Power Block
Utilities
Ability to understand complex business agreements and associated financial implications.
Ability to work 12-hour shift schedule
Demonstrate a thorough understanding of all process Piperack’s interfacing for the IGCC and refinery operations, and the ability to work, operate and maintaining it safely.
Process strong leadership skills to drive teams to peak performance via influencing.
Demonstrate strong customer focus and proven ability to interact with multiple stakeholders in the IGCC and Refinery.
Facilitate planning, organizing, auditing, and follow-up, to build a safety culture for JIGPC.
Ensure all Environmental Regulatory requirements are met and where exceeded immediately reported.
Ensure JIGPC standards, and global best practices for EH&S, productivity, reliability, quality, and overall customer services are met
Provide coaching and motivation to the operations team to achieve operational excellence and customer satisfaction.
Establish & maintain close working relationships with engineering and maintenance personnel to continuously monitor & evaluate plant systems & equipment for reliability and availability reasons.
Provide operations support and participate / lead incident investigations and Root Cause Analysis on inter unit incidents. Identify & implement sustainable corrective action(s).
Act as the Single Point of Contact when dealing with internal issues of the facilities and coordinating internal resources. Provide timely progress updates to the JIGPC management team.
Facilitate attainment of operations excellence and customer satisfaction via operations productivity, reliability, quality, cost reduction, services, continuous improvements, and meeting of budgets.
Maintain and be part of the relationship with the customer’s upper-level managers on a quarterly basis to ensure alignment of expectations for JIGPC and the customer current and future product demand.
JOB REQUIREMENTS
Bachelor’s degree in Chemical, Mechanical, or Process Engineering or demonstrated work experience.
10 years minimum in gas, petrochemical, or related industries in operations, engineering,
5+ years in line supervision of process integration operations roles.
Proven coordination experience in a multi team environment which includes operations, engineering, and maintenance.
Demonstrated ability to communicate clearly and effectively throughout all levels within the organization and externally.
Promotes a ‘one team’ environment consistent with JIGPC Values
Ability to communicate and manage customer interactions on a daily basis.
Demonstrated technical knowledge in operations, engineering, and maintenance activities.
Proficiency in English speaking and writing. Spoken Arabic language a plus
