Abu Dhabi National Oil Company Hiring for Manager, HSE at Abu Dhabi Full Time

Job Purpose:
Direct and provide the required leadership to Projects HSE team and oversight of PMC HSE staff, guidance and support for HSE issues to Projects Division and IPMT’s staff.
Coordinates HSE assurance activities across ADNOC UDR Projects to ensure compliance with Company’s HSE standards and reports on potential consequences with appropriate recommendations.

Key Accountabilities:
Generic Accountabilities

• Exercises an advisory role to Projects Division Management on HSE aspects of activities.
• Ensures provision of adequate HSE awareness for Projects Division personnel on ADNOC Group HSE rules, regulations and standards and monitors effectiveness of their implementation across the ADNOC UDR Projects.
• Management and professional development of assigned Projects HSE personnel including recruiting, and oversight of PMC HSE Personnel (as their functional line manager) in conjunction with Project Management (as their operational line management).
• Monitors compliance of contractors with ADNOC Group HSE requirements through effective implementation of HSE assurance programs.

Contracts HSE Prequalification

• Review HSE prequalification applications submitted for contractors/vendors for UDR Projects to ensure compliance with ADNOC Group Procedures / requirements.

Tendering
Conduct the following activities during Tendering stage for all Major Projects Contracts:

• Review ADNOC UDR Projects related tenders’ scope of work to determine tender’s HSE requirements in consultation with the contract administrator/end user and prepare HSE-related contract documents/clauses.
• Participate in Tender clarification meetings, conducts technical HSE bids’ evaluation in accordance with the set criteria for UDR Projects related tenders.

Incidents Management

• Reviews & challenges, where required, the incident reports prepared by Projects.
• Drive continuous improvement in the incident causes trending for Projects and development of relevant management reports.

Budgets and Operational Plans

• Compile Project HSE Team’s budgets and regularly monitor expenditure against approved budget levels.
• Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

• Drive the implementation of approved HSE policies, processes, systems, standards, procedures and internal controls in order to support execution of the Projects in line with Company and International standards.
• Monitors Projects effectiveness in implementation of recommendations from HSEIA / risk management studies.

Performance Management

• Monitor the definition of the Project HSE Team members’ Individual Performance Objectives that will support the achievement of Divisional KPI’s, establish monitoring mechanisms to support delivery of these objectives and promote a performance driven culture.
• Implement the Company Performance Management System for individuals within the Project HSE Team’s in accordance with Company approved guidelines.
• Drive PMC HSE staff performance and apply disciplinary measures where their performance does not meet expectations.

Organisation Structure and Development

• Review, develop and recommend the appropriate organisation structure for the Project HSE Team that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

• Promote an organisational culture that encourages innovation, enhances employee motivation and supports initiatives towards continuous improvement of Project HSE Team’s delivery.
• Recommend improvements in internal processes against best practices.

Health, Safety, Environment (HSE)

• Support the institution of a proactive HSE culture and monitor compliance with relevant HSE policies, procedures, systems & controls across the Projects Division in line with ADNOC Standards, international standards & best practices in the industry.

Reports

• Ensure accurate HSE Statistics are maintained for the leading and lagging indicators pertaining to Projects and requisite HSE reports delivered within the set timelines.

Qualifications, Experience, Knowledge & Skills:
Minimum Qualification

• Bachelor’s Degree in Science / Engineering / HSE, or equivalent.

Minimum Experience & Knowledge

• 15 years’ experience in HSE in construction, fabrication, installation and/or commissioning projects / operations in the oil & gas or petro-chemical industries, with at least 6 years’ experience in a lead HSE position leading teams of HSE professionals.
• Have strong understanding of the HSE issues, practices and behavioural aspects in the Oil & Gas EPCI business.

• Advantage – Postgraduate degree in HSE or Management areas, NEBOSH Diploma or Equivalent, Board of Certified Safety Professionals (Certified Safety Professional (CSP) or Associate Safety Professional (ASP)/ IOSH (GradIOSH/ CMIOSH/ FIOSH)
